Firstly, that should be part of your thought process when analysing a link opportunity. Not so important where it's free or taking 5-10 mins of your time, but if you're spending time or money you need to be considering - as far as is possible (and some of it's guesswork/instinct) - whether it's even likely to get indexed.
But that's not an exact science in many cases, often you just have to use your best judgment and sometimes take a chance. The quality of the site is important along with it's authority, and if you have evidence that the page your link is on would get other internal links from that site or even external links, those would be hopeful signs.
But....there are several tools to force-index pages that are not your own (but the paid ones that work - in my experience - can sometimes seem to lose effectiveness over time). I lost track of them myself, except for OmegaIndexer which I don't use often but it seems to work sporadically.
I think there is a thread here somewhere that lists a few.
Remember though, if Google thinks the page you want indexed is crap, they probably won't index it. And whatever you do won't change that.
